that your claim against the Government arising out of the
refusal of the Governor-in-Council to grant exemption to Ar. Ho
Tung from the operation of Ordinance No. 4 of 1904 may be made
the subject of a friendly arrangement or ray he submitted to
friendly arbitration.
In reply I desire to point out to you that
this question has, at your request, already been referred to the
Secretary of State who has given a final decision upon it. Such
reference of the case in which you differed from the Government
may in itself be considered to be in the nature of arbitration,
and there is no reason whatever why the Secretary of State
should decide in favour of the Government rather than of Your
